When the war broke out in April 1861, James Dunwoody Bulloch was captain of the merchant steamer, Bienville, and was transferring passengers and cargo in New Orleans. He returned to his home and family in New York and resigned his command to accept a postition as Secret Agent for the Confederate Navy. In May 1861, he sailed to Liverpool where his first task was to acquire or build commerce raiding cruisers. He was so successful that he soon expanded his efforts to include blockade runners and ironclads.
